Matt Doherty headed Nuno Espirito Santo’s team in front in the half, before Raul Jimenez doubled their lead after the break.
Gerard Deulofeu and Troy Deeney levelled for Watford late on, to take the game into extra time.
Deulofeu stuck again, to send his side into the final, where they will face Manchester City.
City qualified on Saturday, following a 1-0 win over Brighton & Hove Albion.
